Ukraine moves ahead on WTO accession

Ukraine’s delegation and the Working Party that is considering Ukraine’s application to accede to the World Trade Organization have agreed almost all the texts of the commitment provisions of the draft Report prepared by Ukraine and the WTO Secretariat.
The Cabinet Press Service reports that the texts of three commitments, which need additional specification at the expert level on technical, sanitary and veterinary regulation and on the application of export duty, should be agreed shortly, during the course of consultations with interested Working Party member-states. Based on this meeting, the WTO members have declared that the work on the draft Report could be completed at the next meeting.
To finalize the complete text of commitments, Ukraine’s delegation needs to finish complex bilateral negotiations on access to goods and services markets with the Kyrgyz Republic. All the Working Party member-states have already declared their support of Ukraine’s quick completion of talks concerning accession to the WTO. The next meeting of the Working Party is scheduled for the late November.
On October 25, the Working Party delivered a report to Geneva regarding Ukraine’s accession to the WTO. Ukraine has completed talks with all the members of the WTO Working Party, except for Kyrgyzstan, having signed 49 protocols on mutual access to goods and services markets.
Kyrgyzstan is the only WTO member-state that has not signed a bilateral trade protocol with Ukraine, without which Ukraine cannot accede to the Organization. The main obstacle to signing the document is alleged debts on the part of private Ukrainian businesses to Kyrgyzstan worth US $26 million, which were accumulated in 1991-1992.
First Vice Premier and Finance Minister Mykola Azarov has instructed the Ukrainian delegation to accept Kyrgyzstan’s conditions during this round of negotiations in Geneva.
