Uniform rules for grain exporters created in Ukraine

The Ministry of Economy of Ukraine approved the rules for issuing licenses for grain export. The program is planned to be launched next January.
According to the rules, the deadline of consideration and issuing the license shall not exceed 20 days if all necessary procedures are followed. The department also determined a common list of documents for all license holders.
The candidate company submits to the Ministry of Economy of Ukraine an application form for issuing a license, a guarantee letter on paying the fees for issuing the license, a copy of an external economic contract with specifications and attachments, a copy of the State Registration Certificate, a confirmation from the Ministry of Agriculture on availability of grain declared to be exported, an original certificate from the State Customs Office on factual export of agricultural products during the last three marketing years.
The documents are studied by half a dozen departments of the Ministry of Economy of Ukraine. Each department has to review them within two days.
However, forming of state and regional grain resources is being prioritized by the Ministry of Agriculture.
Ukrainian Grain Association (UGA) forecasts grain exports of about 5 million tons.
According to Vladimir Klimenko, some portions have already been purchased by exporters and are located both in ports and in elevators. Some companies are quite careful in making forecasts, saying that Ukrainian grain-crops will enter the world market not earlier than February.
In September Cabinet of Ministers of Ukraine set quotas on grain export at the rate of 1.203 million tons (600 000 tons of corn, 400 000 tons of barley, 200 000 tons of rye) for the period from November 1 to March 31, 2008.
On October 31 the government of Ukraine put off the increase of quotas on grain export from the country by 1.203 million tons from November 1 to December 31, 2007.
With this document the Cabinet of Ministers extended the earlier determined quotas on grain export at the rate of 12 000 tons: assigning 3 000 of additional tons for wheat, rye, corn, and barley.
